Raw win rate is not the same as strength
A hero with a 5% pick rate is played mostly by people who chose to specialise in them, which pushes their win rate up regardless of how strong they are. A hero everyone plays carries the full range of skill and sits closer to 50%. That is why the tier list adjusts for sample size and does not simply sort this table — the two pages answer different questions on purpose.
